On the Higher School of Finance and Management
of Federal State Educational Institution of Higher Education

оf the Russian Presidential Academy of National Economy and Public Administration


I. GENERAL PROVISIONS
1.1. This Regulation is developed on the basis and in accordance with the Federal Law of 29.12.2012 number 273-FZ "On Education in the Russian Federation", the charter of federal state budgetary educational institution of higher education "of the economy and Russian Academy of Public Service under the President of Russian Federation" (hereinafter - Academy).
1.2. These Regulations on the School (hereinafter – the Regulations) determine legal, economic and organizational basis of activity of the Academy’s Department Higher School of Finance and Management (hereinafter - SHFM).
1.3. Full official name of the School: Higher School of Finance and Management of the Federal State Budgetary Educational Institution of Higher Education “Russian Presidential Academy of National Economy and Public Administration”.
1.4. Short name of the Department: SHFM of RANEPA under the President of RF.
1.5. SHFM is established in compliance with the Academy’s Charter as a structural subdivision of the Academy exercising in compliance with the Academy’s Charter educational, scientific,  scientific and research, expert advisory, informational and analytical activity and other activity types and upon establishment was named School of Financial Management. In 2001, the Faculty of School of Financial Management was renamed into Higher School of Financial Management in compliance with the decision of the Academic Council of the Academy (Order No 573 dd. 24.05.2001). The Faculty of Higher School of Financial Management was renamed into the Faculty of Higher School of Finance and Management in compliance with the Academy’s Order No 02-55 dd. 21.04.08 on the basis of the decision of the Academic Council of the Academy.
1.6. SHFM is a structural subdivision of the Academy holding training of students according to the basic educational programmes of higher vocational education in specialization 38.03.02 “Management” (38.04.02 “Management” Master’s Degree Program In Financial Management,  38.03.02 “Management” Bachelor’s Degree in Financial Management) as well as in specialization 38.04.08 “Management of Organization”,  majoring in Financial Management.

SHFM undertakes training of scientific and teaching staff, scientific and research, international activities and other activity types envisaged by or arising from these Regulations.
SHFM is entitled to implement the programmes of supplementary vocational training, postgraduate vocational training, exercise informational and consultancy and design and survey activities in compliance with the activity profile of SHFM. SHFM also accomplishes methodological, scientific and publishing activities.
1.7. SHFM exercises its activities in compliance with the Academy’s Charter, these Regulations, other local normative acts of the Academy.
1.8. SHFM is composed of 2 chairs: Chair of Financial Management, Management Accounting and International Financial Reporting Standards, and Chair of Corporate Finance, Investment Design and Valuation named after Mikhail Limitovsky, related to relevant areas of training and specializations implemented in SHFM. SHFM cooperates with general academic departments, other schools and their departments.
1.9. SHFM is not a legal entity, independent taxpayer or payer of charges.
1.10. To exercise the imposed functions SHFM uses a round stamp with the full and short name of the Academy in compliance with its charter and full name of the school. The stamp is used to certify the signatures of SHFM’s staff in the documents in compliance with the established authority, except for the documents sealed with the official stamp of the Academy. SHFM may use information stamps in order to confirm the certain actions or replacement of a hand-written or type-written recording to use in the same kind of repeated situations (copy, control, true, duplicate, for the record, for the order and others).

II. OBJECTIVES, TASKS AND MAJOR ACTIVITIES  OF SHFM
2.1. SHFM is a scientific and educational center established for the purposes of training highly-qualified personnel according to educational programmes of higher vocational, supplementary vocational education, conducting research in general scientific area, ensuring high level of conducted research highly competitive under international standards, high efficiency of training the top-qualification personnel, using scientific findings in the educational process.
2.2. Based on the objectives mentioned in clause 2.1. the tasks and major activities of SHFM are:
1) personnel training by implementation of the following major educational programmes of higher vocational education: specialization  “Management” (38.04.02 “Management” Master’s Degree Programme in Financial Management, 38.03.02 “Management” Bachelor’s Degree Programme in Financial Management) and accelerated programme of higher vocational education 38.04.08 specialization “Business Management” major  in Financial Management) in compliance with federal state educational standards, state educational standards of higher education, educational standards and requirements established by the Academy on its own;

2) advanced training, vocational retraining and internship of teaching staff and specialists by implementation of the following educational programmes of supplementary vocational education: МВА Finance programme, ЕМВА Strategic Finance & Capital Management programme, Vocational Retraining Programmes of Financial Manager and Financial Analyst, Advanced IFRS Training Programmes: Preparation and Presentation of Corporate Financial Reports and Applied Corporate Finance in compliance with educational standards and requirements established by the Academy on its own;
3) training of research and teaching staff in the principal directions of the School’s activity;
4) organization and conducting of fundamental and applied scientific research and other research, expert, analytical works;
5) dissemination of modern human and social-economic knowledge in the Russian society including professional associations;
6) elaboration, approbation and dissemination of innovative standards, models and methods of teaching;
7) elaboration and implementation of educational programs according to activity profile of SHFM and the Academy complying with the best international achievements;
8) implementation of programs including experimental ones on the basis of chain principle in partnership with the Russian and foreign higher educational institutions;
9) spread of foreign and Russian scientific and educational experience as well as the experience accumulated by SHFM by publishing scientific books, manuals, study guides, preprints, periodicals and other printed output in the Russian and foreign languages;
10) implementation of special-purpose training programs and vocational training of specialists by orders of federal, regional and local authorities and other relevant organizations; training of researchers of the highest qualification (PhD and Doctors of Sciences);
11) scientific and research, expert-consulting and informational and analytical activity;
12) marketing activity including holding of advertising campaigns for enrollment of students and trainees;
13) international cooperation in the areas complying with the activities of the Academy;
14) other activity complying with the statutory objectives of the Academy and not prohibited by the legislation of the Russian Federation.

III. EDUCATIONAL, SCIENTIFIC, AND PUBLISHING ACTIVITY OF SHFM
3.1. SHFM conducts educational activity in compliance with the license for the right to conduct educational activity and State Accreditation Certificate of the Academy.
3.2. The basis of the educational process organization according to educational programs of higher professional education consists of curriculums complying with the requirements of the state educational standards of higher vocational education/federal state educational standards of higher vocational education/ educational standards of higher vocational education (hereinafter – educational standards of higher education) subject to approval by the Scientific Board of SHFM. The current educational process is organized in compliance with the curriculums. Curriculums are agreed with Head of the Academic Department of the Academy, Vice-Rector on Education, considered at the Academic Council of SHFM and approved by Rector or by his/ her order by Vice-Rector coordinating this direction in compliance with distribution of duties established in the Academy.
3.3. Selection of training session kinds and forms of academic performance rating of the students is executed at the initiative of lecturers and chairs of SHFM and is assigned in working curriculums in compliance with the established norms.
3.4. SHFM provides organization of all kinds of internships of the students stipulated by the requirements of educational standards of higher vocational education which are held at enterprises, in institutions and organizations of all forms of ownership including other state educational institutions. The internship is organized on the basis of the Regulations on Organization and Conducting Internship of Students in the Academy subject to approval by the Scientific Board of the Academy.
3.5. Implementation of programmes of supplementary vocational education is executed by SHFM on the basis of educational programs elaborated in compliance with the requirements of the legislation of the Russian Federation presented to the specified programmes within the framework of the Academy’s license.
3.6. On an annual basis, SHFM develops working curriculums, educational programmes, schedules (before beginning of each module/ term), programmes of internships, programmes of final state attestation (6 months before its holding), and informs students and faculty members thereof, approves themes of graduation thesis.
3.7. During the academic year SHFM is obliged to ensure compliance with the curriculum and schedule, organize quality control over preparation and compliance with the educational programmes.
3.8. SHFM is obliged to execute planning and control over fulfillment of academic load of the faculty.
3.9. SHFM plans publishing of course books and methodical literature, controls methodological support at the chairs.
3.10. SHFM develops proposal on the advanced training of the faculty and the auxiliary educational staff (hereinafter - AES) and forwards these proposals to Vice-Rector coordinating implementation of advanced training programs of the Academy’s staff in compliance with the distribution of duties established in the Academy.
3.11. Scientific and research activity of SHFM is conducted by lecturers, postgraduate students and students (on their initiative) as well as on the basis of state contracts with the federal and local government authorities, on grants of Russian and foreign organizations, civil law contracts with enterprises, institutions and organizations of all forms of ownership, individuals and on other basis.
3.12. For conducting scientific and research activity, SHFM may establish laboratories, centers and other research structural subdivisions.
3.13. By decision of the Scientific Board, SHFM may prepare publishing of scientific monographs, study guides and magazines. For this purpose it is possible to use either the publishing-printing base of the Academy or bases of other publishing houses.
3.14. The list of publications recommended for publishing using the funds of SHFM is included into the work plan of SHFM for a subsequent year and approved by the Scientific Board of SHFM. Relevant expenses are included into the cost estimate of SHFM for a subsequent year.
3.15. By decision of the Scientific Board of the Academy, magazines of SHFM may be published upon presentation of the Scientific Board of SHFM.

IV. STRUCTURE OF SHFM
4.1. SHFM consists of the following subdivisions: Chair of Financial Management, Management Accounting and International Financial Reporting Standards, Chair of Corporate Finance, Investment Design and Evaluation named after Mikhail Limitovsky, Chair of Corporate Social Responsibility, Division of Computational Finance, Department of Quality Control and Appraisal, Department of Internationalization and International Cooperation, Center of International Professional Certification executing educational process, scientific, publishing and other activities envisaged by the Academy’s Charter and these Regulations established by decisions of the Scientific Board of the Academy basing on suggestions of the Research Board of SHFM.
4.2. Chairs are academic and scientific structural subdivision of the Academy included into SHFM and acting on the basis of the Regulations on the Chairs.
4.3. Practical work on organization of SHFM’s activity is executed by Curriculum and Instruction Departments of SHFM.
4.4. Curriculum and Instruction Department of SHFM executing organizational management of training of bachelors, specialists and masters is charged with:
1) compilation of schedule and conducting forms of final and intermediate control and organization of its implementation;
2) organization of student’s progress records;
3) student’s number recording and formation of training groups;
4) presentation of the data on students to relevant structural subdivisions of the Academy;
5) preparation of draft orders on training activities;
6) execution of state-approved documents about education, student’s record books, student’s ID cards;
7) maintaining student’s records, issuing the certificates, extracts, letters of recommendations, notification letters about expel and other documents to the students of SHFM;
8) collecting applications about selection of optional courses, elective courses, individual optional courses, education payment receipts;
9) control over performance of individual education plans;
10) maintaining agreements, addendums on paid educational services, control over payment for education;
11) determination of the grades and rating system of the SHFM student’s progress evaluation;
12) planning and recording of the student’s academic load;
13) control of student’s attendance in compliance with the approved schedule;
14) control over timely conducting of classes;
15) interaction with lecturers and students in case of changes in the schedule;
16) organizing work of the State Certification Commission and the Certification Commission on conducting of certification tests and student’s certification at entry the second and follow-up academic courses and transfer to SHFM;
17) exercising other functions aimed at support of the academic process in SHFM.
Work of the Curriculum and Instruction Department is headed by the persons appointed by Rector or another official in compliance with distribution of duties established in the Academy upon presentation of the Dean of SHFM. Employment duties of the Curriculum and Instruction Department of SHFM are stipulated by the description of duties subject to approval by the Pro-Rector of the Academy coordinating this area in compliance with separation of duties established in the Academy.
4.5. For the purposes of organization of extracurricular work with the students, promoting their research activities, psychological and pedagogical support of the students, establishment of feedback of students with SHFM management the positions of course curators and group curators may be introduced in the schools and institutes of the Academy. The curator’s competence is determined by the Regulations on Curator of the Study Group subject to approval by the Scientific Board of the Academy.

V. MANAGEMENT OF SHFM
5.1. General management of SHFM is executed by the elective representational body, Scientific Board of SHFM. Authority of the Scientific Board is determined hereof.
5.2. The composition of the Scientific Board of SHFM includes:
by position: Dean of SHFM, his/ her deputies, academic secretary of SHFM;
by an election process: heads of chairs, representatives of the academic teaching and administrative managerial staff of SHFM as well as representatives of the Russian and foreign academic community, representatives of students and trainees of SHFM.
5.3. Members of the Scientific Board of SHFM included into its structure are elected at the general meeting of SHFM by secret ballot for the term of 5 years. The election procedure of the members of the Scientific Board is regulated and approved by the general meeting. The persons are considered elected to the Scientific Board of SHFM if they receive the simple majority of votes from the total number at the general meeting of SHFM with quorum composing 2/3 from the nominal list of attendees of the general meeting of SHFM.
5.4. Competence of the Scientific Board of SHFM covers the following issues:

  • determination of principal areas of academic, scientific and business activity of SHFM;
  • review of internal documents of SHFM determining the operation procedure of its management bodies;
  • review of annual cost estimate of SHFM;
  • determination of organizational principles of SHFM activities in the area of management and finance within the limits provided to SHFM by this Regulations and other local normative acts of the Academy;
  • preliminary review of the issues of establishment, reorganization, renaming and liquidation of SHFM’s subdivisions, determination of its organizational structure and presentation of decisions on these issues to Dean of SHFM for bringing for approval of the Academy’s Rector;
  • election of heads of chairs;
  • presentation of candidacies for awarding scientific and honorary degrees to the Scientific Board of the Academy;
  • prequalification of candidacies for positions of academic faculty members of SHFM for follow-up bringing to the session of the Scientific Board of the Academy and conclusion of employment agreements with the Academy’s Rector;
  • decisions on other issues of SHFM’s activity not attributed to the exclusive competence of the management bodies of the Academy.

5.5. The Scientific Board is authorized to take decisions if its session is attended by more than 2/3 of the nominal list of the members of the Scientific Board of SHFM. Each member of the Scientific Board of SHFM has one vote. With equality of votes the chairman’s vote is decisive.
5.6. A decision taken by the Scientific Board of SHFM within the framework of its competence is binding for all officials of SHFM except for officials of the Academy appointed by order of the Academy’s Rector for correction of violations in the activity of SHFM as listed below in clause 5.14 hereof.
5.7. Timing of sessions of the Scientific Board of SHFM, procedure for generating agenda of the Scientific Board of SHFM and other regulation of its activity is determined by the Chairman of the Scientific Board of SHFM upon coordination with members of the Scientific Board of SHFM.
5.8. Direct management of SHFM’s activity is executed by the Dean of SHFM whose position is elective. In compliance with the Academy’s Charter, the Dean of SHFM is elected by the Academic Council of SHFM in the process of a secret ballot by simple majority of votes for the term up to 5 years from among the most qualified and respected employees of the Academy with the scientific degree or title.
5.9. Dean of SHFM:

1) arranges academic  scientific and administrative activity of SHFM and is personally responsible for its results;
2) coordinates educational and scientific work of chairs of SHFM and other structural subdivisions of SHFM;
3) represents SHFM in structural subdivisions of the Academy, government bodies, local government bodies, organizations and institutions on the issues of SHFM’s activities;
4) exercises functions of Chairman of the Scientific Board of SHFM, is accountable to the Scientific Board of SHFM;
5) organizes control over performance of educational plans by the chairs and other educational structural subdivisions of SHFM;
6) organizes educational process in SHFM;
7) manages development of draft educational plans, controls all activities chairs and other educational structural subdivisions of SHFM including individual working plans of academic faculty members;
8) issues orders and instructions for SHFM within the vested powers binding for SHFM’s personnel, manages preparation draft orders and instructions of the Academy concerning the issues of SHFM’s activities;
9) approves compositions of SHFM’s commissions;
10) signs documents arising in the process of SHFM’s activities within the framework of vested powers;
11) arranges fulfillment of decisions of the Scientific Board of the Academy, the Scientific Board of SHFM, orders and instructions of the Academy;
12) approves and submits for approval by pro-rector coordinating educational process the themes of graduation works of the students;
13) controls development of curriculums in academic  subjects by SHFM;
14) manages preparation of draft schedule of academic classes and forms of mid-term tests, controls quality of its performance;
15) approves sending of academic staff of SHFM and auxiliary educational staff to trips regardless duration of the trip and financing sources;
16) takes decisions about possible pre-term taking of exams and credits by SHFM’s students;
17) presents students for expelling, in particular for academic failure, for failure of final state certification, for non-compliance with the terms of the agreement in case of studying on a fee-paying basis as well as for violation of the charter and Internal Code of Conduct of the Academy;
18) exercises control over SHFM’s  organization of all kinds of student’s internships;
19) administrates conducting of final state certification of SHFM’s graduates;
20) elaborates and implements actions on improvement of the educational process in order to improve the quality of the student’s training as well as organizes control over independent studies of the students and attendees;
21) organizes interaction with SHFM’s alumni and studying the quality of their practical  training, develops actions aimed at improvement of the specialist’s training in SHFM;
22) organizes and holds scientific and scientific-methodological meetings and conferences in SHFM;
23) exercises general management of preparation of study guides, educational and methodological aids in the subjects of SHFM;
24) exercises interaction with field-specific Curriculum and Instruction Department and related schools and institutes of other higher education institutions;
25) exercises general management of scientific and research work of the academic faculty members of SHFM, preparation of monographs, program of grants and their implementation, coordinates work of scientific and research, design and consulting subdivisions of SHFM,  exercises selection of candidacies for positions of their heads;
26) exercises general management of scientific and research work of students and postgraduate students conducted in SHFM, in scientific clubs and societies;
27) organizes advanced training of the academic faculty members of SHFM;
28) controls the process of recruiting of the academic faculty members and personnel of the educational, scientific and research structural subdivisions of SHFM;
29) organizes filling vacant posts of lecturers in compliance with the Regulations on the Procedure of Filling the Vacancies of Academic and Teaching Staff in the Higher Educational  Institutions of the Russian Federation, approved by the federal body of executive power exercising its functions for formation of state policy and normative and legal regulation in the sphere of education and the Regulations on organization and holding of competition for the positions of the academic and teaching staff in the Academy;
30) establishes upon presentation of deputies of deans, heads of departments and heads of other structural subdivisions of SHFM bonuses,  increments and fringe benefits using the funds of SHFM to the salary established to the personnel of SHFM in compliance with the employment agreement;
31) exercises coordination of activity of course curators and group curators, their interaction with student’s public organizations, the educational unit;
32) renders assistance in work of student’s public organizations in SHFM;
33) renders assistance in solving social and household problems of the students living in the dormitories;
34) organizes activity of the Board of Trustees of SHFM;
35) assures maintenance of records management and archival work in SHFM in compliance with the procedure established in the Academy;
36) ensures compliance in SHFM with the occupational health and safety requirements
5.10. By decision of the Academy’s Rector on the basis of the power of attorney issued on behalf of the Academy the Dean of SHFM may be granted with additional powers to the ones specified in clauses 5.9 hereof.
5.11. Dean of SHFM:

  • is personally responsible for non-compliance of financial discipline with the legislation of the Russian Federation and local normative acts of the Academy, maintenance of accounting and taxation management in SHFM, preservation of initial accounting documents;
  • is personally responsible for non-compliance of the transactions settled by him/ her with the legislation of the Russian Federation and local normative acts of the Academy;
  • is personally responsible for the condition of the labor discipline, compliance in SHFM with the requirements of occupational health and safety;
  • bears responsibility established by the labor, administrative and criminal legislation of the Russian Federation for the results of SHFM’s activity the areas of which are determined hereof;
  • is responsible for improper performance or non-performance of his/ her employment duties envisaged by the job description within the limits determined by the applicable labor legislation of the Russian Federation;
  • is responsible for violations committed in the process of his/ her activity exercising  within the limits determined by the applicable labor legislation of the Russian Federation;
  • is responsible for inflicting financial damage within the limits determined by the applicable labor legislation of the Russian Federation.

5.12. Separate obligations of the Dean of SHFM upon his/ her presentation may be vested by the order of the Academy’s Rector on deputies of Dean of SHFM.
5.13. Deputies of the Dean and Chief Accountant of SHFM are appointed to the positions and dismissed from positions by the order of the Academy’s Rector upon presentation of the Dean of SHFM.
Deputies of the Dean for educational and organizational work, scientific work, work with students, financial-economic and other activity areas may be appointed in SHFM. Deputy Dean acts in compliance with the job description and in the absence of the Dean of SHFM or by his/ her order exercises the duties of the Dean of SHFM.
5.14. In case of repeated or one-time major violation by SHFM of the legislation of the Russian Federation, the Academy’s Charter, these Regulations, other local normative acts of the Academy resulting in the damage of the Academy’s property or creating conditions for bringing to responsibility or other unfavorable consequences for the Academy the power of attorney for maintenance of financial and economic and other activity on behalf of the Academy may be cancelled and performing duties on maintenance of financial and economic activity may be imposed on another official of the Academy determined by decision of the Academy’s Rector which includes appointment of such person to the  executive administrative position in SHFM. In this case the Dean of SHFM may continue administration of the educational process.
5.15. Solving of operational issues of SHFM’s activity is executed by the Dean’s office directly subordinate to the Dean of SHFM. The composition of the Dean’s office and its working procedure are established by the Dean of SHFM.
5.16. The competence of the Dean’s office of SHFM covers the following issues:
solving operational issues of SHFM’s activity;
formation of the admission commission of SHFM and presentation of its composition for approval to the Academy’s Rector;
formation of subject commissions and presentation of their composition for approval to the Dean of SHFM;
solving other issues not attributed to the competence of the Scientific Board of SHFM and the Dean of SHFM or delegated to the Dean’s office by the specified authorities.
5.17. In case of temporary absence of the Dean his/ her duties are performed by Deputy Dean of SHFM. Performance of the duties of the Dean of SHFM is executed on the basis of the relevant order of the Dean of SHFM and the power of attorney.
5.18. SHFM has the established Board of Trustees which activity is regulated by the Regulations thereon subject to approval by the Scientific Board of the Academy.
5.19. The Expert Council may be established in SHFM. The scope and competence of the Expert Council is determined by the Regulations thereon subject to approval by the Scientific Board of the Academy.

VI. TRAINEES
6.1. The trainees of SHFM include students, attendees and other categories of persons in compliance with the legislation of the Russian Federation.
The Academy’s student is the person enrolled in compliance with the established procedure to the Academy by order of the Rector for studying in the main educational programmes of the secondary vocational or higher vocational education.
the Academy’s attendee is the person enrolled in compliance with the established procedure to the Academy by order of the Rector for studying in the programs of additional vocational education or simultaneously studying in the programme of the secondary vocational  or higher vocational education in another educational institution.
6.2. A personal data file is formed in compliance with the established procedure for every trainee of SHFM.
6.3. A legal position of an attendee in terms of receiving educational services conforms to the status of a student receiving education according to the relevant form of studies.
6.4. The student’s ID card and the student’s record book are given to a student free of charge.
A certificate confirming his/ her studying in the Academy may be given to the attendee.
6.5. The trainees have the right:
1) to acquire knowledge in the selected areas of studies (specializations) within the limits of the relevant federal state educational standards, federal state requirements and educational programmes as well as educational standards and requirements established by the Academy on its own, according to the individual education plans in compliance with the decision of the Scientific Board of SHFM;
2) to choose optional (non-compulsory for the selected areas of studies (specializations) and elective (chosen in a compulsory manner) courses offered by the relevant chair;
3) to study beside the academic subjects in the selected areas of studies (specializations) any other academic subjects taught in SHFM as additional paid educational services upon a personal application and agreement between the student and the Academy as well as the subjects taught in other educational structural subdivisions of the Academy (upon agreement with their heads);
4) to take part in discussion and solution of the most important issues of SHFM’s activity which includes without limitation through public associations and management bodies of SHFM;
5) to use libraries, information funds, services of educational, scientific, medical and other subdivisions of the Academy;
6) to take part in scientific and research works, conferences, symposiums;
7) to appeal orders and instructions of the management of SHFM in compliance with the procedure established by the legislation of the Russian Federation;
8) to transfer from the paid education to education on a state-subsidized basis in compliance with the procedure established by the Academy;
9) to repeat an exam or pass-fail exam not more than twice in case of unsatisfactory result, grade “not passed” or upon failure to appear at the exam or pas-fail exam;
10) to take part in content formation of his/ her education in case of compliance with the requirements of the federal state educational standards of the higher education, federal state requirements and legislation of the Russian Federation.
The specified rules may be restricted by the terms of the agreement concluded between the student of the Academy and the individual or legal entity assisting him/ her in receiving education and follow-up employment;
11) to present his/ her works for publishing, including in publications of SHFM;
12) to combine studies with work and use in such case the privileges established by the legislation of the Russian Federation in the sphere of labor and education;
13) to receive social support provided in compliance with the legislation of the Russian Federation;
14) to elect and be elected to the Scientific Board of SHFM.
6.6. For special merits in studies and active participation in the scientific and research work the trainees receive moral and (or) material incentives.
6.7. The trainee has a right to make transfer inside SHFM from one form of studies to another one and from one area of studies (specialization) to another one in the presence of vacancy and absence of academic arrear.
The possibility of the trainee’s transfer from one area of studies (specialization) and form of studies to another may be restricted in case it is stated in the agreement on the provision of educational services.
6.8. If vacancies are available, the trainee is entitled for recovery within 5 years after being expelled from it with preservation of the same basis of education (state-subsidized or fee-paid) according to which he/ she studied before expel.
Recovery of the trainee expelled from the Academy due to bad excuse is executed with due consideration of all circumstances of expel not earlier than a year after expel.
6.9. Payment for recovery, transition or transfer is not charged if the person received or receives education from the federal budget resources for the first time.
6.10. Students of SHFM receiving the intramural state-subsidized education are provided with scholarships in compliance with the legislation of the Russian Federation in compliance with the procedure established by the Academic Council of the Academy.
6.11. SHFM informs the students in case of their application about the situation in the sphere of the population’s employment and renders assistance to students in conclusion of agreements on their education and employment with legal entities.
6.12. Those trainees who need living accommodation are provided with accommodation in the dormitory in the presence of vacancies in compliance with the procedure established by the Academy. An agreement is concluded with every trainee living in the dormitory. The charge for accommodation in the dormitory is established by the Academy’s Rector in compliance with the legislation of the Russian Federation.
6.13. The persons studying in SHFM in the main programs of higher vocational education in intramural form receives occupational determent in compliance with the legislation of the Russian Federation.
6.14. On medical authority and in other exceptional cases the student is provided with the sabbatical year in compliance with the procedure established by the legislation of the Russian Federation.
6.15. Relations of SHFM, trainees and (or) their parents (legal representatives) are regulated and documented in compliance with the procedure established by the legislation of the Russian Federation, the Academy’s Charter and hereof.
6.16.The trainee is obliged:
1) to comply with the requirements of the Academy’s Charter, comply with the Academy’s Internal Code of Conduct, Dormitory Rules and other local acts of the Academy and SHFM;
2) to fulfill within the established time all kinds of tasks provided by the relevant curriculum and educational programs, to acquire knowledge and skills;
3) in a mandatory manner to attend all kinds of academic studies determined by the curriculum, unless otherwise is stipulated by the local acts of the Academy and SHFM;
4) to fulfill other obligations established by the legislation of the Russian Federation, Charter and local acts of the Academy.
6.17. For non-fulfillment of the curriculum in the area of studies (specialization) within the established time period due to unreasonable excuse, the trainee’s violation of the obligations stipulated by the Academy’s Charter and Internal Code of Conduct the disciplinary actions up to expel may be applied to  the trainee.
The disciplinary actions including expel may be imposed on the trainee after he / she gives an explanation in writing.
The disciplinary action is applied not later than one month from the detection of a violation and not later than six months from the date of its commitment excluding the time of the trainee’s disease and (or) his/ her vacations.
Expelling the trainee during disease, vacations, sabbatical year, maternity leave, child care leave or another reasonable excuse is not allowed.
6.18. The student is entitled to transit from education on a fee-paying basis to education on a state-subsidized basis on application of the Dean of SHFM agreed with the Scientific Board of the Academy if vacancies are available financed from the federal budget sources.
After documentary support of significant deterioration of the financial condition of a student, transition may be executed in compliance with the regulations on transfer of the Academy’s students from the fee-paying education to state-subsidized education. In such case preference is given to the students holding the leading position in the knowledge evaluation rating and without disciplinary records.
6.19. The student is subject to expel from the Academy:
1) at his/ her own request;
2) due to transfer to another educational institution;
3) because of health condition;
4) due to completion of studies in the Academy;
5) due to termination of the enrollment contract with a bad excuse;
6) for non-fulfillment of the curriculum or unsatisfactory grade at the state (final) examination;
7) in case of coming into force of the judgment of conviction according to which the student is sentenced to imprisonment or another punishment excluding the possibility to continue studies;
8) for violation of the obligations stipulated by the Academy’s Charter, the Academy’s Internal Code of Conduct;
9) in case of death as well as in case of recognition by decision of a court as missing or deceased.
Expelling of the student envisaged by sub-clauses 1-4 hereof is expelling because of reasonable excuse.
Expelling of the student envisaged by sub-clauses 5-8 hereof is expelling because of unreasonable excuse.
The student is expelled by the Rector’s order upon presentation of the Dean of SHFM, Director of the Institute, Director of the Branch. The expelling procedure is established by the relevant local acts of the Academy.
6.20. Student’s knowledge level is assessed according to the results of the current knowledge control, intermediate and final examinations.
6.21. The student may be brought to pecuniary responsibility for damaging property of SHFM.

VII. PERSONNEL OF SHFM
7.1. The positions of academic (academic faculty members, research workers), engineering and technical, administrative, auxiliary educational and other personnel are stipulated in SHFM.
7.2. The academic faculty members include positions of the dean, head of department, professor, associate professor, assistant professor, lecturer, and assistant. The research workers of SHFM include chief research associate, leading research associate, senior research associate, research associate, junior research associate, head of scientific research laboratory, and head of sector. Filling of all positions of academic personnel of SHFM is executed under the employment agreement concluded for the term up to five years. The employment agreement is concluded according to the results of the competition held by the Scientific Board of the Academy in compliance with the procedure established by the Regulations on the Procedure of Filling the Vacancies of Academic Personnel in the Higher Educational Institution of the Russian Federation approved by the order of the federal body of executive power exercising functions on normative legal regulation and formation of the state policy in the sphere of education.
7.3. Positions of the Dean and heads of chairs are elected. The procedure of elections to the specified positions is determined by the Academy’s Charter and applicable legislation of the Russian Federation.
7.4. Academic personnel of SHFM has the right:
to select without limitation teaching methods and means which fully conform to individual peculiarities and ensuring high quality of educational process in SHFM;
to elect and be elected to the composition of the Scientific Board of the Academy and SHFM in compliance with the established procedure;
to take part in discussion and solving the issues fallen with the activities of the Academy and SHFM;
to use free of charge the services of libraries, information funds, educational and scientific subdivision as well as the services of social, medical and other structural subdivision of the Academy in compliance with the Charter and (or) collective agreement;
to appeal the orders and instructions of the administration of the Academy and SHFM in compliance with the order established by the legislation;
for organizational and material and technical support of their professional activity.
7.5. Academic personnel of SHFM is obliged:
to ensure high efficiency of educational, scientific-research processes in SHFM;
to comply with the Academy’s Charter, these Regulations, the Academy’s Internal Code of Conduct and other local normative acts of the Academy;
to form the trainee’s competence in the selected specialization (area of studies), critical civic position, ability to work and live in conditions of the developing world;
to develop the trainee’s independence, initiative and creative capacity;
to take advanced training on a regular basis.
7.6 Research workers of SHFM are entitled to select the methods and means of scientific research, conforming to safety measures and best suited to their individual peculiarities and ensuring the highest quality of scientific process.
7.7. Rights and obligations of administrative, engineering and technical, auxiliary educational and other personnel of SHFM are determined by the labor legislation of the Russian Federation, the Academy’s Charter, the Academy’s Internal Code of Conduct, job descriptions and these Regulations.
7.8. Labor remuneration of the academic faculty members, administrative and other personnel of the Academy executing labor activity in SHFM is executed in compliance with the fixed official salary and fringe benefits established by the staff schedule of the Academy approved by the Academy’s Rector.
7.9. The amount and procedure of material incentives payable to the Academy’s personnel is determined in compliance with the Regulations on Labor Remuneration of the Academy’s Personnel, orders of the Dean of SHFM as well as the employment agreement with the employee.

VIII. FINANCIAL AND ECONOMIC RELATIONS OF THE ACADEMY AND SHFM
8.1. SHFM in compliance with the Academy’s Charter is able to exercise the paid activity in the area of education and other areas on the Academy’s behalf within the limits of power established hereof and the orders of the Academy’s Rector.
8.2. Educational, methodological, scientific and research and economic activity of SHFM is exercised from federal budget resources allocated to the Academy in compliance with the established procedure, non-budgetary resources of the Academy as well as the resources received by SHFM in compliance with the agreements concluded by SHFM on the Academy’s behalf. SHFM is also able to exercise the activity using budgetary resources allocated for implementation of federal target programs and other actions of federal, regional and municipal level.
8.3. SHFM uses for exercising its activity movable and immovable property recorded in the analytical accounting of SHM and the Academy, allocated to SHFM by the Academy, including those acquired using the resources of SHFM allocated by the Academy. Allocation of resources to SHFM is executed in compliance with the Regulations on the procedure and principles of financial interrelations of the Academy with structural subdivisions included into its composition and legal entities the activities of which are related to the Academy and orders of the Academy’s orders as well as other local normative acts of the Academy.
8.4. SHFM in compliance with the concluded agreements:
8.4.1. Provides educational services to individuals and legal entities: residents and non-residents of the Russian Federation;
8.4.2. Provides other services to individuals and legal entities including consulting, information and analytical ones, performs scientific and research and other works in compliance with the statutory activities of the Academy;
8.4.3. Ensures organizational and material and technical support of SHFM within the limits of the resources established by the cost estimate of SHFM approved by the Scientific Board of SHFM.
SHFM represented by the Dean acting on the basis of these Regulations, cost estimate of SHFM is capable on his/ her own to solve issues concerning conclusion of civil law contracts in coordination with the Acquisition Management Department within the limits of authorities established by orders of the Academy’s Rector, the power of attorney and other local acts of the Academy.
8.5. Revenues received by SHFM from exercising the economic activity are transferred into independent disposal of SHFM in compliance with the procedure and in the amount established by the Regulations on the procedure and principals of financial relations of the Academy with its structural subdivisions included into its scope and legal entities the activity of which is related to the Academy and orders of the Academy’s Rector as well as with other normative acts of the Academy.
8.6. SHFM in its activity uses the fixed and current assets of the Academy as those directly transferred by the Academy as those acquired on account of the proceeds left by the Academy into disposal of SHFM in compliance with clause 8.3 hereof and the cost estimate of SHFM.
8.7. Financial activity of SHFM is executed in compliance with the annual cost estimate of SHFM subject to approval by the Academy’s management.
8.8. Control over compliance with the legislation of the Russian Federation and compliance with the internal regulatory framework of the Academy and SHFM is executed by:
auditing commission of the Academy established by decision of the Rector or the Rector’s office of the Academy or the Scientific Board of the Academy involving representatives of SHFM and other structural subdivisions of the Academy.
Structural subdivisions of the Academy: Accountant Department, Planning and Financial Department, Department of Legal Regulation and Personnel Record, Curriculum and Instruction Department of the Academy.
external audit – using the funds of SHFM, on the initiative of SHFM or by decision of the Rector’s office of the Academy taken according to the results of SHFM’s inspection by internal audit or the Auditing Commission of the Academy.
8.9. To ensure appropriate accounting, reporting and control SHFM  presents the following documents:
8.9.1. To the Accountant Department of the Academy:

  • accounting and statistic reporting, tax declarations and tax calculations as well as other information on financial and economic activity of SHFM established by Chief Accountant of the Academy to the fullest extent and within the time ensuring timely preparation of consolidated accounting, statistic and tax reporting and payment of taxes and other compulsory charges by the Academy;
  •  full list of documents subject to delivery to the accountant department of the Academy is additionally established by the local normative acts of the Academy.

8.9.2. To the Planning and Financial Department of the Academy:

  • cost estimates of SHFM approved by the Academy’s Rector;
  • cost estimates of SHFM in compliance with the budgetary classification (plan-fact) on a quarterly basis and per annum;
  • plans and actual performance of the cost estimates of SHFM;
  • information on concluded civil law transactions;
  • data of contract accounting concluded within the frames of the state order;
  • other forms of management financial reporting.

8.9.3. To the Curriculum and Instructions Department of the Academy:

  • working curriculums and schedules of educational process;
  • data on students and attendees of SHFM;
  • documentation related to educational activity of SHFM – at request

8.9.4. To the Department of Legal Regulation and Personnel Record:

  • documentation on personnel matters ensuring unified personnel policy and compliance with the labor legislation;
  • draft modifications to the staff schedule of the Academy concerning the persons exercising labor activity in SHFM;
  • local normative acts accepted by the management bodies of SHFM – at request.

8.9.5. to the Department of Financial Control and Educational Work Recording:

  • information on the scheduled and actually performed workload of the full-time academic teaching staff;
  • information on the scheduled and actually performed workload of the academic teaching staff employed on a time-basis.

8.9.6. To the Scientific Board of the Academy:

  • annual report on financial activity of SHFM;
  • annual report on educational activity and scientific and research work.

8.10. SHFM obtains for using in its activity:
8.10.1. Information on relevant financial and economic norms and indices regulating interrelations between SHFM and the Academy a well as intra-academy relations between the schools and institutes and between SHFM and outside organizations.
8.10.2. Methodological assistance in maintenance of financial and economic activity.

IX. INTERNATIONAL AND FOREIGN ECONOMIC ACTIVITY
9.1. SHFM on the Academy’s behalf conducts international cooperation in the sphere of higher vocational, additional vocational and postgraduate vocational education executed by the Academy within the limits established by the Academy’s Charter by means of:

  • participation in the programmes of bilateral and multilateral exchange of students and attendees, postgraduates, doctoral students, teaching and scientific workers;
  • conducting of joint scientific research as well as congresses, conferences, symposiums and other activities;
  • conducting of fundamental and applied scientific research by orders of foreign legal entities;
  • participation in international programmes of higher and postgraduate and additional vocational training;
  • selection of forms of international cooperation, contacts and partners with follow-up presentation of agreements for signing by the Academy’s Rector.

9.2. Higher vocational education, re-training and advanced training of foreign citizens in the Russian Federation, teaching and scientific and research work  of the citizens of the Russian Federation outside the Russian Federation within the framework of the quote established by the Government of the Russian Federation are executed under the agreements concluded by the Academy directly with foreign citizens and foreign legal entities or in compliance with the inter-state treaties, agreements between the federal (central) management body of the higher vocational education and the relevant education management bodies of foreign states.

X. ACCOUNTING, REPORTING AND CONTROL OF SHFM
10.1. Chief Accountant of SHFM – Deputy Chief Accountant of the Academy (hereinafter – Chief Accountant of SHFM) performs:

  • maintenance of accounting and preparation of accounting statistic and tax reporting according to the results of SHFM’s activities;
  • accounting and storage of primary accounting documents;
  • timely transfer of the accounting, statistic reporting, tax declaration and tax calculations as well as other information on the financial and economic activity of SHFM.

10.2. Officials of SHFM bear disciplinary, administrative and criminal responsibility established by the legislation of the Russian Federation for presentation of incomplete or unreliable data resulted in misstatement of the Academy’s reporting.
10.3. Liability for timeliness, completeness and authenticity of the accounting and tax accounting and reporting in SHFM, preservation of the accounting documentation, compliance by SHFM with other legislation of the Russian Federation is personally imposed on the Dean of SHFM and Chief Accountant of SHFM.
10.4 Chief Accountant of SHFM in his/ her professional activity is guided by the applicable legislation of the Russian Federation, normative acts in the area of accounting and reporting, local normative documents of the Academy. In the issues related to operational activity of SHFM, Chief Accountant of SHFM is subordinate directly to the Dean of SHFM. In the issues related to methodology of accounting and reporting, the execution procedure and deadlines of documentation submission Chief Accountant of SHFM is subordinate directly to Financial Director and Chief Accountant of the Academy.

XI. REORGANIZATION AND LIQUIDATION OF SHFM
11.1. Reorganization and liquidation of SHFM as well as structural subdivisions included in its structure are executed in compliance with the Rector’s order issued on the basis of the decision of the Academic Council of the Academy.
11.2. The issue of renaming of structural subdivisions included in the structure of SHFM is reviewed by the Academy’s Rector upon presentation of the Dean of SHFM and the Scientific Board of SHFM.
