In 1978, Mr. Arshavskiy graduated from the faculty of Economic Cybernetics of the Plekhanov Institute of National Economy in Moscow. In 1983, he completed a post-graduate course at the Institute of Economic Problems in Moscow.
In 1990, he won his degree of Candidate of Economic Sciences at the professional board of the Scientific Research Institute of System Analysis.
In 2001, Mr. Arshavskiy graduated from the State University-Higher School of Economics with degree in Jurisprudence, focusing on “Legal regulation of entrepreneurship activity”.
From 1978 to 1998, he was junior researcher and then senior researcher at the Institute of Economic Problems in Moscow.
From 1988 to 1994, he was researcher at the Scientific Research Institute of System Analysis.
In 1994 - 2014, Mr. Arshavskiy was Associate Professor at the Stock Market and Investment Market Chair at the Higher School of Economics.
Mr. Arashavskiy has a wealth of experience in consulting:
in 2008 participating in the project “Establishing an open joint stock company ARENA Commodity Exchange” (under the restructuring programme for JSC RAO UES of Russia;
in 2006 being involved in the project “Securitisation in implementation of concession agreements” sponsored by the Ministry of Economic Development and Trade of the Russian Federation (state contract);
in 2006 participating in the project “Determining strategic trends of development for the group of companies “Azbuka Vkusa”;
in 2003 participating in the project “Experiment in financing certain institutions of professional education using bearer state financial bonds”, under the contract with the Ministry of Education of the Russian Federation (state contract), etc.
Mr. Arshavskiy has over 25 research papers to his credit.
