In 1974, he won his degree of Candidate of Engineering Sciences for his thesis “Structural Methods for Raising Reliability of Sources of Benchmark Frequencies” at the Ryazan Institute of Radio Engineering.
In 1966, Mr. Temkin graduated with honours from the faculty of Radio Engineering at the Moscow Institute of Radio Electronics and Mining Electrical Mechanics as a specialist in radio engineering.
In 1973, he completed the post-graduate course at the Design Bureau of Instruments in Zhukovsky, Moscow region.
In 1966 – 1996, he was on the staff of the Research and Production corporation of Automation and Instruments (currently the N. A. Pilyugin Research and Production Centre of Automation and Instruments), where he was promoted from engineer to chief of the sector of optical and electronic systems.
In 1980, Mr. Temkin began active research and tutorial activity at the Institute of Advanced Training of Qualified Engineers of the Ministry of General Machine Building of the USSR. He is scientific editor of five books on research and production matters published by “Energy” and Radio and Communications”.
In 1992, Mr. Temkin began working in the R&D sphere of business heading the Lyumen Research and Production enterprise. From 1996 to 2002, he was financial director of the Barkley Investment and Construction Corporation.
In 2003, upon completion of a training course under the MBA “Finance” Program at the Higher School of Finance and Management of the Academy of National Economy, Mr. Temkin launched consulting activities in the sphere of finance, real estate and development.
Since 2005, he is leader of the commercial seminar “Technology of Analysis of Investment Projects on the Real-Estate Market” and expert of the journal “Financial Director”.
Mr. Temkin has been with the Higher School of Finance and Management since 2007. He is the supervisor of graduation, diploma works and projects by students of the School, conducts master-classes, and participates in development of programs.
He is the author of 13 publications.
